2003 Australian of the Year, Professor Fiona Stanley is the Founding
CEO of the Australian Research Alliance for Children and Youth
(since 2002), the Founding Director of the Telethon Institute
for Child Health Research (since 1990); and Professor of the Department
of Paediatrics at the University of Western Australia (since 1990).
With a research background in epidemiology, biostatistics and
child and public health, Professor Stanley has, over many years,
advocated for a collaborative approach between the biomedical,
health, and social sciences to enable a better understanding
of how genetic, biological, social and economic factors interact
to affect the healthy development and wellbeing of children and
young people. To that end, she played a key role in the establishment
of the Australian Research Alliance for Children and Youth in
2002. The Alliance is a multi-disciplinary national collaboration
of researchers, policy-makers and service providers which aims
to integrate relevant knowledge across disciplines and sectors
so that more effective programs can be implemented.
As inaugural CEO of the Australian Research Alliance for Children
and Youth, Professor Stanley has advocated for a higher national
priority to be afforded to developmental needs of Australia’s
young and has been acknowledged for her role in the current Federal
Government policy initiative of developing a “National
Agenda for Early Childhood”. With cross-sector cooperation
between the Alliance, social science agencies, the humanities
and academic institutions, she has also successfully campaigned
for the Federal Government’s National Research Priorities
to be broadened to enable integration of the social science perspective.
As Director of the Institute of Child Health Research, in 1997,
Professor Stanley's research group established the WA Maternal
and Child Health Research Data Base (MCHRDB), a unique collection
of data on births throughout Western Australia. The Data Base
documents trends in maternal and child health and the impact
of preventive programs (such as folate for spina bifida prevention
and preventive maternal and child health in Aboriginal communities).
Professor Stanley’s main areas of research are based on
analytical studies investigating
- strategies to enhance health and wellbeing in populations:
- the causes and prevention of birth defects and major neurological
disorders particularly the cerebral palsies;
- the causes and lifelong consequences of low birth weight and
other pre- and postnatal problems;
- patterns of maternal and child health in Aboriginal and Caucasian
populations.

Raymond Tang, Privacy Commissioner for Personal Data for Hong
Kong since September 2001 monitors, supervises and promotes compliance
with the Personal Data (Privacy) Ordinance. The Privacy Commissioner
is an independent statutory body established under the Ordinance.
The Ordinance applies to both public and private sectors . The
office of the Commissioner is empowered to investigate suspected
breaches of the Ordinance and enforce compliance.
Mr Tang has for many years (since 1967) practised as a lawyer
in England and Hong Kong, initially as a solicitor and later
a barrister at the Hong Kong Bar. He acquired experience in regulatory
work when in 1996 he was appointed Chief Counsel to the Securities
and Futures Commission of Hong Kong heading its Legal Division.

On July 1, 2003 Professor Allan Fels became Dean of the Australia
and New Zealand School of Government and retired as ACCC Chairman.
Professor Fels was Chairman of the Australian Competition and
Consumer Commission from 1995.
Professor Fels was also:
- Chairman of the former Trade Practices Commission from 1991
until 1995.
- Chairman of the Prices Surveillance Authority from 1989 until
1992.
- Dean of the Graduate School of Management, Monash University
from 1985 until 1990.
Professor Fels and is now an Honorary Professor in the Faculty
of Business and Economics at Monash University and is the Co-Chairman
of the Joint Group on Trade and Competition at the OECD. He was awarded the Order of Australia in June 2001.

Before he joined Philips, he was a researcher in employee privacy
at the University of Amsterdam and Maastricht University, worked
on the draft of the Personal Data Protection Act at the Dutch
Ministry of Justice and was a legal adviser on employee and social
security privacy issues at the Dutch Data Protection Authority.
Jeroen Terstegge is a member of the privacy and data protection
taskforces of:
- the International Chamber of Commerce (ICC);
- the Union of Industrial and Employers' Confederations of Europe
(UNICE);
- the Dutch Industry and Employers Association (VNO-NCW);
- the International Communications Round Table (ICRT).
He is also a founding member of the European
Privacy Officers Forum (EPOF).
Born in The Hague, Holland (1965), Jeroen has a degree in Business
Law and Business Administration from the University of Groningen.
He was a member of the Joint Advisory Committee on the legality
of medical screening of job applicants of the Ministry of Social
Affairs and Employment and the Royal Dutch Medical Association
and has written several books and articles about employee privacy.
When working at Maastricht University, he also gave classes in
labour law and company law.
In his spare time, Jeroen writes columns for the Dutch online
magazine Netkwesties, plays field hockey and volunteers at a community
centre where he gives free legal advice.

Mrs Chan is Chief Executive of the Hong Kong Consumer Council
(HKCC). She was President of Consumers International (CI) from
1997 - 2000 and is currently Member of the Council and Executive
Board. CI has more than 270 member consumer organisations in 121
countries.
Hong Kong Consumer Council carries out a comprehensive range
of consumer empowerment activities including consumer and competition
advocacy, complaints handling, comparative testing, research,
market surveillance, and consumer education. The Council has
been a strong advocate for protection of consumer privacy, the
most recent example being protection on sharing of credit data
by financial institutions.
Mrs Chan tenders advice to consumer associations, provincial
governments and Law Reform Commissions in Mainland China (there
are 4,000 consumer associations in the country). She was consulted
by some governments, such as Laos and Bangladesh, on the drafting
of Consumer Laws and consumer policy issues.

John Mendoza is currently the Chief Executive of the Australian
Sports Drug Agency. He was appointed to this position in March
2001 and was the Acting CEO for almost six months prior to that
and Deputy CEO of ASDA from February 1996.
He has 25 years experience and expertise in public policy, public
sector senior management, strategic planning, organisational change,
education and public health. He has been a member of numerous
inter-governmental and inter-departmental committees and including
three years on the Steering Committee for the National Campaign
Against Drug Abuse in Australia. He is currently a member of the
Steering Group of the International Anti-Doping Arrangement (IADA)
and chaired the IADA-WADA taskforce developing the international
standards for drug testing for 2 years.
He is an Associate Fellow of the Australian Human Resources Institute.
In 2002, his contributions to public health and anti-doping were
recognised by the Queensland University of Technology, with the
Outstanding Alumni Award for the Faculty of Health and the University
Alumni Award for Excellence and Innovation in 2002.
John is the also Chairperson of the Drug Free Sports Consortium
(DFSC). The DFSC has been contracted to the World Anti-Doping
Agency for the provision of drug testing services since April
2000.

As corporate privacy officer, Peter Cullen managed the RBC Financial
Group’s privacy program. He was responsibility for overall
co-ordination, strategic initiatives, development and application
of customer privacy concepts, and implementation of information
practices and policies.
Born in Cambridge, England on July 24, 1958, Cullen joined
the bank in Montreal in November 1976, transferring to Vancouver
in May 1978. He has an extensive retail banking background,
at
both
the field and head office levels, including customer service
and operations, human resources and branch operations and training.
His most recent posting included responsibility for customer
loyalty
where he championed initiatives to drive customer commitment.
Cullen has a Master of Business Administration from Richard
Ivey School of Business (University of Western Ontario).
